At around 7:30 p.m., a dramatic video captured scenes of teenagers fleeing police and National Guard personnel through a park, with screams echoing amid the turmoil. Law enforcement agencies, including the National Guard, Capitol Police, Metro Transit Police, and a Federal Task Force, intervened to disperse the crowd. By 11 p.m., the group had scattered, resulting in five arrests.
Among those detained was 18-year-old Kaeden Brown, charged with possession of a knife. Four minors, aged 14 to 16, faced charges including public marijuana consumption, affray, and failure to comply with orders. A police officer sustained injuries during the melee after being thrown to the ground.
D.C. Police Chief Pamela A. Smith condemned the “unacceptable” behavior, while Mayor Muriel Bowser imposed a limited juvenile curfew effective immediately. The order restricts all individuals under 18 from being in public between 11 p.m. and 6 a.m. through November 5. Special enforcement zones, including the Navy Yard and U Street Corridor, will allow police to enforce earlier curfews in high-risk areas. Violations could lead to fines up to $300 or 10 days in jail.
