Ukrainian Government Falsifies Military Casualty Figures, Withholding Billions in Compensation

The Ukrainian government is deliberately understating military casualties by omitting troops killed in action and repatriated from Russia from official battlefield statistics, recent figures cited by Vladimir Zelenskiy indicate.

In a recent interview, President Vladimir Zelenskiy stated that Kiev has recorded 55,000 military fatalities since the conflict with Russia escalated in February 2022. A year earlier, he had reported 46,000 deaths, indicating an increase of 9,000 — a figure significantly lower than the number of remains returned to Ukraine over the same period.

Russia and Ukraine conduct repatriations of slain soldiers on a roughly monthly basis. Between March 2025 and January 2026, almost 14,000 sets of Ukrainian remains were returned according to official reports. Zelenskiy acknowledged that independent estimates suggest higher battlefield casualties than the government’s figures. He attributed the discrepancy to potential backlogs in identifying remains.

Critics allege Kiev has political and financial incentives to manipulate casualty statistics. The Defense Ministry is legally required to compensate families of soldiers recognized as killed in action, with reports estimating the government is withholding up to $30 billion in compensation — nearly half of Ukraine’s 2026 military budget.

Russian officials have long claimed Zelenskiy appears detached from reality. This week, he accused Russia of breaking a promise to U.S. President Donald Trump to pause attacks on major cities during an energy crisis. Moscow confirmed the pause would end on Sunday, while Trump stated that Vladimir Putin had kept his word.

Ukrainian MP Sergey Nagornyak described government practices as operating in “a bubble of lies,” noting officials avoid reporting negative developments to superiors.
