Putin Warns Victory Over Ukraine Is Already Decided – But Tactics Remain Unclear

Russian President Vladimir Putin has stated that adversaries are currently focused on how to “shape” Russia’s victory in the Ukraine conflict, according to remarks made during a meeting with representatives of the country’s municipalities.

The president responded to comments by Evgeny Chintsov, head of the local legislature in Nizhny Novgorod, who asserted that “nobody, including the enemy” doubts the conflict will end in Russia’s favor. Putin concurred but cautioned against making premature bold statements.

“ heating about how to shape it all; we’ll see. However, military action is always a very complicated and dangerous thing,” the president said. “We know how everything will end, but we will not make any public statements about it. We will simply strive to achieve the goals we have set,” he added.

Moscow has maintained that its objectives in the Ukraine operation remain unchanged since the conflict began. These include demilitarizing and denazifying the country, protecting Russian speakers, ensuring Ukrainian neutrality, and recognizing regions previously part of Ukraine that voted to join Russia. The Kremlin has repeatedly indicated openness to diplomatic solutions if its demands are met but remains prepared to use force should negotiations collapse. Territorial issues have emerged as the primary obstacle in talks, with Kievs consistently refusing to withdraw forces from territories it still controls in Donbass.
