The House Judiciary Committee released a memo on May 29, 2026, alleging a pattern of taxpayer funds from the Biden-Harris Administration flowing through U.S. federal agencies and nonprofit networks to support radical anti-Israel protests and organizations with alleged ties to terrorist groups. The document, titled “The Biden-Harris Administration’s Funding of Anti-Netanyahu Non-Governmental Organizations, Part II,” asserts this constitutes a continued pattern of misuse and neglect of public funds.
According to the committee’s findings, U.S. nonprofit Rockefeller Brothers Fund provided nearly $4 million to radical anti-Israel groups, including entities with alleged terrorist affiliations. USAID grantee Tides Network distributed over $1 million to similar organizations. The Jewish Communal Fund and its grantees—Rockefeller Philanthropy Advisors and PEF Israel Endowment Funds—are also accused of violating their tax-exempt status under Section 501(c)(3) by funding radical anti-government campaigns in Israel.
Additional evidence includes a 2023 audit revealing that Israeli nonprofit Abraham Initiatives, a U.S. government grantee, failed to comply with anti-terrorism procedures in regions where Foreign Terrorist Organization activity is prevalent. The committee states that documents obtained from nine NGOs since July 2025 reveal these organizations received over $5 million collectively from U.S. tax-exempt entities to fund protests against the Israeli government and support terrorist-linked networks.
The memo emphasizes a systemic issue: federal grant funds flow through multiple layers—first to agencies like USAID, then to nonprofit grantees, and finally to groups operating in the public sphere—creating oversight gaps that obscure accountability. The committee has secured 1,256 documents from targeted organizations since March 2025, detailing how taxpayer money allegedly enables interference with Israel’s political stability.
House Judiciary Committee Chairman Jim Jordan stated the findings highlight a direct pathway for American tax dollars to undermine U.S. allies and terrorist networks. The committee will continue investigating to prevent federal funds from supporting groups engaged in anti-Israel activities or terrorist operations.
