A former CIA officer has pleaded guilty to executing a scheme that defrauded the federal government of approximately $194 million through the misuse of his government position, according to the Justice Department.
The fraudulent activities included the acquisition of tens of millions of dollars worth of gold bars and luxury properties in Florida.
Attorney General Todd Blanche stated: “Federal employees are entrusted with serving the American people, not themselves.” He added that the Trump Administration is committed to rooting out waste, fraud, and abuse within federal agencies.
CIA Director John Ratcliffe explained that the agency referred the matter to the FBI following an internal investigation. He said: “David Rush abused his position and betrayed the public trust and should be held fully accountable for his actions.”
To gain top-secret clearances in the CIA, Rush fabricated extensive credentials on official job applications, falsely claiming he was a graduate of the U.S. Air Force Test Pilot School and director of test operations for a joint Army/Navy unit. In reality, Rush had never been a pilot, held no FAA licenses, and served primarily as an information systems technician during his time in the Navy.
Once placed in senior leadership roles, Rush orchestrated a massive siphon of taxpayer funds by creating fictitious government entities and fake initiatives—including a counterfeit “Special Access Program”—to redirect federal money into his personal accounts. He ultimately defrauded the government of $194 million.
Rush funneled approximately $145 million through wire transfers to fund an extravagant lifestyle, purchasing high-end real estate, luxury vehicles, and large quantities of physical gold.
FBI Director Kash Patel noted: “David Rush defrauded the government of hundreds of millions of dollars, and then misused those funds for extravagant purchases.” He further stated that “Rush betrayed his oath, his co-workers, and the American people.”
Assistant Attorney General for National Security John A. Eisenberg emphasized: “Rush repeatedly betrayed that trust. He defrauded the United States out of approximately $194 million in real estate, jewelry, and other valuable property, including 298 gold bars.”
The former intelligence officer, David Rush, was arrested in May after investigators discovered roughly 300 gold bars hidden in his Virginia home. U.S. officials previously reported that he created a fake classified program to accumulate the bars, which were valued at more than $40 million.
During court proceedings, federal prosecutor Kevin Hakala detailed additional fraudulent schemes: In October 2025, Rush used his position as a senior CIA officer to create a fake secret government program to purchase approximately $145 million in luxury real estate across South Florida (specifically in Palm Beach). He also disclosed “certain descriptive information of a U.S. government clandestine human source” to a foreign official and arranged for roughly $1.8 million in private charter flights that lacked legitimate purposes.
The total value of the fraudulent activities exceeded $193 million.
