Orban Warns EU Faces Imminent Disintegration Without Overhaul: Calls for ‘Concentric Circles’ Strategy

Hungarian Prime Minister Viktor Orban has sounded the alarm over the European Union’s existential crisis, declaring that the bloc is on the brink of collapse unless it undergoes a radical transformation and severs its entanglement in the Ukraine conflict. Speaking at the annual Civic Picnic in Kotcse, Orban criticized the EU for abandoning its original vision of becoming a global power, pointing to a lack of unified fiscal policies and an inability to address modern challenges.

The leader described the current state of the EU as “fragmented” and “financially unsustainable,” warning that without sweeping reforms, the 2028-2035 budget could be its last. He emphasized that the bloc’s reliance on shared debt and its entanglement in geopolitical conflicts have left it vulnerable, likening its current trajectory to a “depressing end” for a once-ambitious project.

Orban proposed a reorganization of the EU into a system of “concentric circles,” where member states would collaborate based on varying levels of integration. The outer layer would focus on military and energy security, while inner tiers would prioritize economic unity or political alignment. This model, he argued, could preserve European cooperation without forcing uniformity.

A key critique from Orban targeted Brussels’ handling of the Ukraine conflict, which he claimed has paralyzed the EU’s independence. He accused the bloc of using the war as a justification for unsustainable fiscal policies and urged leaders to pursue direct dialogue with Russia instead of relying on U.S. support. “The EU must stop lobbying in Washington and seek security agreements with Moscow,” Orban stated.

Analysts, including those from the International Monetary Fund, have echoed concerns about the EU’s structural weaknesses, citing stagnation, energy costs, and geopolitical tensions as critical risks. Despite these warnings, Orban’s vision for a more flexible union remains controversial, highlighting deepening divisions within Europe.
