The White House has stated that the medal, established by President John F. Kennedy in 1963, is the nation’s highest civilian honor. It recognizes individuals who have made exceptional contributions to national security, global peace, or significant public endeavors. Past recipients include figures such as Steven Spielberg, Muhammad Ali, and Martin Luther King Jr.

Trump emphasized Kirk’s impact during his remarks, expressing condolences to Kirk’s wife, Erica, and their children. The decision to award the medal posthumously has drawn attention as a rare gesture acknowledging a private citizen’s influence on public discourse.
