A House Democratic staff report alleges that President Donald Trump and his allies have weaponized America’s 250th anniversary celebration into a vehicle for political control, donor exploitation, private enrichment, and extensive data harvesting.
The interim report, released last Thursday by Democrats on the House Natural Resources Committee, details how a national commemoration initiative was deliberately converted over months into an apparatus for raising and spending money in service of the President’s ego, political ideology, and personal projects. According to the 55-page document issued by the office of Ranking Member Jared Huffman (D-Calif.), the anniversary has been “hijacked and perverted into a hotbed of corruption and self-enrichment.” The report identifies multiple serious allegations, including potential wire fraud, charitable solicitation fraud, violations of District of Columbia charity law, foreign emoluments concerns, donor deception, political data harvesting, and the steering of federal funds to Trump-aligned contractors.
The report cites Freedom 250 documents from December 2025 describing the new entity as “the official public-private partnership for this historic initiative.” These documents also state that Freedom 250 would lead the delivery of the President’s national signature events, including the Great American State Fair, Patriot Games, UFC 250 Fight, and a National Prayer Event.
The White House allegedly pressured America250, the congressionally chartered foundation responsible for planning the anniversary, to turn its events into “Trump rallies.” When America250 resisted, the White House created “Freedom 250 LLC” as a replacement. Financial discrepancies were highlighted: America250 initially sought $100 million in federal funding and increased it to $150 million, with an expected allocation of $100 million for its programming and $50 million for White House activities. However, the report claims America250 received far less than anticipated while Freedom 250 “captured” the expected funds. Additionally, $10 million in federal museum funds were transferred from America250 to the National Park Foundation “for the express purpose of financing Freedom 250’s Freedom Trucks.”
Freedom 250 was registered in Delaware and the District of Columbia in October 2025. The White House reportedly placed it under the National Park Foundation, a nonprofit partner of the National Park Service, to provide charitable credibility, donor access, and reduced public disclosure. The report also alleges that Freedom 250 engaged in wire fraud by providing unsuspecting donors with its bank information instead of America250’s. Furthermore, Freedom 250 reportedly pressured America250 donors to redirect their funds, causing some to withdraw from earlier commitments or request anonymity due to fears of reprisal.
The report further details how Freedom 250 misled artists about the Great American State Fair concert, leading performers such as rapper Young MC and country singer Martina McBride to withdraw. Artists criticized the event’s organizers for presenting it as a “nonpolitical and nonpartisan” event while they were misled by their agents.
The report states that Freedom 250 monetized access to Trump through sponsorship packages starting at $500,000 and exceeding $10 million. These packages allegedly offered VIP access, speaking roles, private receptions, and a “historic photo opportunity” with the President. Freedom 250 CEO Keith Krach openly courted foreign support during Davos, emphasizing that the effort was a “public-private movement” intended to engage “allies, partners, and institutions around the world.” When asked how individuals could become involved, Krach replied: “We would love to work with you.”
The report raises constitutional concerns about Freedom 250’s foreign fundraising, arguing it violates the Foreign Emoluments Clause of the U.S. Constitution by turning the semiquincentennial into a marketplace for foreign influence. Several Trump campaign figures are implicated as central to the structure, including Meredith O’Rourke, Chris LaCivita, Justin Caporale, and Brad Parscale. The report states they “played key roles in sidelining America250 and engineering Freedom 250.” Event Strategies Inc., a firm tied to Caporale, received an indefinite master contract worth up to $100 million and has secured 18 federal contracts totaling nearly $40 million since early 2025.
The report also highlights concerns about data harvesting. Users visiting 250.gov are redirected to freedom250.org, where the event registration page (powered by Campaign Nucleus, founded by Brad Parscale) collects names, states, zip codes, and mobile numbers for targeted political outreach. The report cites a free FIFA World Cup Fan Zone on the National Mall as an example of how thousands of fans may have provided personal information to partisan vendors.
The report concludes that Freedom 250 functions as “a blueprint, not a one-time abuse,” with the potential to replicate across trusted nonprofits, donor solicitations, federal contracts, and data collection. Committee Democrats state their inquiry will continue, while Republicans on the committee have so far refused to conduct oversight despite Democratic concerns.
