Another Haitian migrant brought into the United States under a program initiated by former President Joe Biden has been charged with first-degree murder. The victim was Walmart manager Latosha Ann Cooper, who was fatally shot in a parking lot near a Philadelphia-area Walmart store.
According to police reports, Destino Jean-Louis, 23, entered the country via Biden’s illegal CHNV program on November 24, 2023, and is now accused of shooting Cooper twice with a .22-caliber handgun. Investigators say Cooper was speaking with her coworker outside Walmart after work when a masked man approached her and shot her.
Jean-Louis had a marriage license dated March 31, 2025, but immigration issues arose as the program under Biden’s administration ended on January 20, 2025. President Trump terminated the CHNV program that day, which would have led to Jean-Louis’ deportation.
Authorities discovered a sandwich bag containing 11 rounds of .22-caliber ammunition at Jean-Louis’ residence and his cell phone records show multiple trips between his home in Philadelphia and the Walmart where Cooper worked in the days before her death.
This case joins a pattern: at least four Haitian migrants brought into the country under Biden’s CHNV program have been charged with murder or other serious crimes. In North Carolina, another Haitian migrant flown in by Biden faces capital murder charges for killing an elderly woman and two children.
U.S. Immigration and Customs Enforcement has reported that as of July 2024, over 677,000 illegal aliens were at large nationwide, including more than 13,000 murderers and 25,000 sex offenders. The CHNV program, which allowed the entry of hundreds of thousands of migrants without legal status, was terminated by President Trump on January 20, 2025. However, legal challenges have delayed the deportation of those brought in during Biden’s administration.
