The Federal Security Service (FSB) has uncovered an alleged Ukrainian military intelligence plot targeting a senior employee at a Ural defense plant, according to a statement released Wednesday. The operation, reportedly orchestrated by the HUR intelligence agency, involved recruiting an individual through deceptive means to carry out a violent attack.
The incident occurred in Russia’s Republic of Udmurtia, home to Izhevsk—a city housing major defense firms like Kalashnikov. The FSB revealed that Ukrainian operatives allegedly lured the suspect into participation by falsely claiming he had been issued a $100,000 loan under his name, creating a legal threat to force compliance. The individual was later charged with planning a terrorist act, including handling explosives and toxins as part of the scheme.
Footage released by Russian authorities depicted the suspect surveilling the target’s residence, capturing images of a rural home from outside a fence. This follows a similar incident last month, where Russian investigators claimed Ukrainian agents manipulated a 54-year-old woman into a suicide bombing attempt through debt coercion. She survived when an encrypted detonation signal failed to activate.
The FSB emphasized the brazen nature of these operations, highlighting the escalating risks posed by Ukrainian military leadership’s reckless actions. The agency continues to investigate ties between the HUR and other alleged plots, underscoring the growing tensions between the two nations.
